Noise Voice disturb quality :(

Today I want to back school from my home,I was not happy because I though some people should be educated they are talking with their friends very loudly or their cell phone's ring is very loud why it didn't translate into vibrate.I think if we hope that the quality can raise in Taiwan,the government should ban these people talk aloud or they must be fine.Ever I read newspaper about noise voice can disturb good quality.So we want to talk with friends in public place,I hope we can whisper please.For give other people a great environment. :)
